When the Obama EPA Controlists Aren’t Destroying Capitalism, They’re Busy Doing This…

When the unelected Obama EPA bureaucrats aren’t busy destroying economic freedom with liberty-strangling, unconstitutional rules and regulations, they’re busy committing acts of fraud and abuse and milking the American taxpayer out of every dollar they possibly can.

A “culture of complacency” among supervisors at the Obama EPA bureaucracy has led to fraud, cover-up and abuse, according to a new report from Inspector General Arthur A. Elkins, Jr., to Obama EPA Head Gina McCarthy.

One key observation of the findings is that the Obama EPA took, on average, almost 200 days to initiate disciplinary action against an employee, even though the EPA’s own policies mandate that action is required within 30 days of an EPA Office of Inspector General (OIG) investigation.

For example, in November 2013 and May 2014, respectively, OIG made the Obama EPA aware of employees watching, on average, from 1 to 6 hours of porn per day, all on government-issued computers and on government time. These employees were each being paid $120,000 per year, almost three times the amount of the average American.

It wasn’t until the next year, March 24, 2015, that two of the employees received a “Notice of Proposed Removal,” yet no significant disciplinary issues were taken, as one of the employees retired (no doubt with a cushy taxpayer funded pension), while the other has received a rather lengthy paid vacation, in the form of paid “administration leave.”

The pornography problem was so bad at the Obama EPA that one lawmaker, Congressman Mark Meadows (R-NC) sponsored the “Eliminating Pornography from Agencies Act,” which would attempt to stop federal employees from watching and/or sharing porn on government computers on the job.

Moreover, additional audits from OIG found that the out of control bureaucracy paid eight employees, who were accused of misconduct, NOT to work 20,926 hours, costing the American taxpayer a whopping $1,096,868.

The report reveals that the EPA has spent nearly $3 million paying contractors to study workforce levels and workload analysis, however, the agency has “for the most part…not used the findings resulting from these studies.”

The Washington Post reported the names of two unnamed abusers in one of the more egregious cases of corruption:

Investigators reported that Beth Craig, director of Climate Protection Partnerships at the Office of Air and Radiation (OAR), approved unwarranted time and expenses for 10 years for John C. Beale, who masqueraded as a CIA agent to steal $900,000 in government pay, bonuses and expenses (Beale pleaded guilty and is serving a prison term). Craig’s role was reported to senior EPA leaders in April 2014. But she was allowed to retire 10 months later, “without administrative action ever being taken.”

Oh, and did you know that the EPA has an “Office of Homeland Security?” While one can’t help but ask, “why?” here’s what they are up to from the IG report (emphasis added):

Lastly, one EPA office has impeded OIG investigations. EPA’s Office of Homeland Security, which is a component of the Office of the Administrator, is an administratively created component with no law enforcement or investigative authority. Its mission is to serve as the agency’s liaison for intelligence and homeland security issues. EPA’s Office of Homeland Security continues to impede the OIG by withholding critical information about a variety of activities it conducts—or information it possesses— about matters within OIG purview.

EPA’s Office of Homeland Security fails to refer certain information to the OIG. Among these matters are employee misconduct, cyber intrusions, and matters which the Office 15-N-0164 17 of Homeland Security defines as “intelligence” or national security information, even though OIG employees have the requisite security clearances for access to that information. In addition, EPA’s Office of Homeland Security continues to employ one or more criminal investigators, armed with firearms, despite the fact that the office has no authority to engage in law enforcement or investigations.

Meanwhile, as we previously reported, the Obama Regime issued a whopping 2,300 new EPA regulations the Friday before the Memorial Day weekend holiday, the most expensive pile of red tape in U.S. history.

Here’s one way to solve the problem of the corrupt, unelected Marxist controlists at the EPA: Abolish it!
